§ 52.23 RATES.
   (A)   All water bills shall be governed under the same provisions provided in this code of ordinances, and, all water meters shall be read at the same time, as provided in §§ 33.15 through 33.19.

   (B)   (1)   Effective January 1, 2021, the water rate for residential and commercial accounts will be set at $4.65 per 1,000 gallons of water, and minimum will increase to $16 per month.
      (2)   Water rates for water users outside city limits is set at $4.65 per 1,000 gallons of water, and minimums increase to $32 per month.
      (3)   Water minimums will increase by $1 per year for four consecutive years, starting on January 1:

   (C)   (1)   In addition to the water charges, the city hereby establishes a debt surcharge of $5, payable by each customer of its system who receives, or benefits from, the municipal water system.
      (2)   The collection of the surcharge became effective and began accumulating on August 1, 2021, with the first payment of the surcharge being made by each account holder on his, her, or their August 2021 statement due on, or before, September 30, 2021.
      (3)   The surcharge shall remain in effect until the drinking water SRF loan executed by the city, as authorized by Resolution 2-2020, is paid in full. The surcharge shall be collected at the same time as other charges of the system, and the city will establish a surcharge account to segregate the income from other system income for bookkeeping purposes, to be pledged to the drinking water SRF loan.
