(A) The minimum charges for water rates and/or meter deposits are to be determined by a City Council resolution, which shall also describe the methods by which such payments shall be made.

(B) The City Finance Officer shall keep a correct and accurate record of all meter readings with each customer, and all payments and accounts for water used, or other supplies or labor furnished by the city, and shall collect the same when due.
