(A) All extensions of the municipal water system and of the municipal sanitary sewer shall be made in accordance with applicable state law, and the cost thereof shall be assessed as provided by law and as set by City Council resolution against the property benefitted by such extension.

(B) All costs and expenses incident to the installation or repair and connection of the water line shall be borne by the owner, and the owner shall indemnify the municipality for any loss or damage that may be directly or indirectly occasioned by the installation of the water line.
