§ 52.05 PORTABLE METERS.
   (A)   The Superintendent of Public Utilities shall provide one or more portable water meters to be attached to the distribution system at any place where water is to be taken from it for building purposes or for any special or temporary use.
   (B)   Any person desiring to take water for any such use shall first obtain permission from the said Superintendent of Public Utilities in a manner and form as provided for water users in general, except that in addition thereto, such special permission shall specify the place from which such water is to be taken, the quantity to be taken, and the purpose for which the same is to be used; and if a charge is to be made for such water, the price is to be paid.
   (C)   In the event that a charge is to be made for such water, a portable meter shall be attached to the tap from which such water is to be taken, and shall be paid for at the regular meter rate, or at such rate as may be fixed by the Superintendent, with consent of at least two City Council members.
