§ 52.01 CONTROL AND FUNDING.
   (A)   The water works system shall be under the control of the City Council.

   (B)   The account known as Waterworks Fund, kept by the City Finance Officer, shall be continued and all money received from the collection of water rents, taxation for the upkeep of the waterworks system, the sale of property or material connected with the waterworks, any appropriation made by the City Council for the purpose of construction or extension of waterworks, or any source whatever connected with the management and operation of the waterworks system shall be placed in said fund; and all salaries and disbursements connected with the management and operation of the waterworks systems shall be paid from this fund.

   (C)   The city does not guarantee a constant supply of water to any consumer, and shall not be liable for damages for any failure to supply the same, nor shall it be liable for any claim or damage by reason of the breaking of any service pipe, stop cock, or other equipment, or if for any reason, the supply of water shall be shut off to make repairs, connections, extensions, or for any other purpose that may be found necessary. The right is reserved to cut off the water supply to any person at any time.
