(A) Any person leasing property owned by another desiring to use electric current from the city’s distribution system must either make the service deposit, as herein provided for, or secure from the landlord and file with the City Finance Officer a statement, in writing, to the effect that the landlord’s service deposit may be used, if necessary, to pay the tenant’s delinquencies for current, if any.

(B) Owners who rent or lease premises shall be liable to the city for any and all unpaid electric power usage and minimum bills incurred by any tenant, and any such delinquent bills shall, after the same have been due and unpaid for 30 days, be billed to the owner of the premises.
