(A) All meters for the measuring of electric current connected with the city’s electric distribution system shall be owned by the city and shall be installed by the city at its own expense, at, in, or upon the consumer’s premises in such a way and such a place as will make the same easily accessible to be read, and as will not interfere in any way with the consumer’s use and enjoyment of his or her property.

(B) The city and the electric companies who are involved by their duly authorized officers and agents shall have the right to go upon and within the premises of any consumer for the purpose of inspecting the wiring, meters, or any consumer appliance or equipment used in connection therewith.
