§ 50.02 SUPERINTENDENT OF PUBLIC UTILITIES; DUTIES.
   The duties of the Superintendent of Public Utilities shall be as follows.
   (A)   He or she shall be responsible for the maintenance and operation of the municipal light plant, electrical transmission systems, and municipal water plant and its distribution system.
   (B)   It shall be his or her duty to keep the said Public Utilities in a good state of repair to the end that service to consumers may be interrupted as little as possible.
   (C)   He or she, or any other authorized city employee, shall read water and electrical meters monthly, on the first day of each month, or as may be conveniently done.
   (D)   He or she, or any other authorized city employee, shall collect all bills against consumers for electric current and water, together with bill for merchandise, repairs, and labor performed for consumers.
   (E)   He or she shall keep, or cause to be kept, monthly log sheets, on forms to be provided for that purpose on which shall be shown daily and hourly meter readings and such other facts as may be required to complete such forms.
   (F)   (1)   He or she shall keep a ledger account of all bills payable and chargeable to either of the cities’ public utilities; he or she shall keep a record of all outstanding service deposit certificates.
      (2)   The forms of all such records and books of account to be kept by the Superintendent of Public Utilities shall be prepared by the City Finance Officer and approved by the City Council.
   (G)   (1)   The Superintendent of Public Utilities shall make annual reports immediately after December 31 of each year showing a complete invoice of all materials, tools, fuel, lubricants, and all articles and materials of every kind and nature owned by the city. Such reports shall be in two parts; one covering the electric light plant and its distribution system, and the other covering the municipal water plant and its distribution system.
      (2)   Such reports shall be made in duplicate; the original to be kept on file by the Superintendent, and the duplicate to be filed with the City Finance Officer, and by him or her submitted to the City Council at the next regular meeting following the filing of such report.
   (H)   The Superintendent of Public Utilities shall also, as a part of the report provided for in division (G) above, show the following facts:
      (1)   Total receipts and disbursements for preceding semi-annual periods;
      (2)   The condition of the property of each utility;
      (3)   Its requirements for proper maintenance;
      (4)   As to the water utility, the number of gallons of water pumped for preceding semi-annual period, and number of gallons of water sold for such period; and
      (5)   As to electric utility, the number of kilowatts of electrical energy produced and number sold.
   (I)   After the Superintendent of Public Utilities, or any authorized city employee, shall have read the light and water meters, he or she shall deliver the meter readings to the City Finance Officer, who shall compute and prepare consumer’s bills, which shall be mailed to the consumer, and a record to be retained in the Finance Office.
   (J)   The Superintendent of Public Utilities and his or her assistant or assistants shall be subject to removal and discharge at any time for cause by the City Council.
