§ 31.04 CITY AUDITORIUM.
   (A)   The city’s auditorium shall be under the direct charge of the Chief of Police or Finance Officer, subject to the control and direction by the City Council; it may be used for all public purposes, including: patriotic meetings; funerals, when desired; and meetings of community organizations and farmers, not for profit without charge.
   (B)   It may be used by the school authorities for basketball and otherwise, upon such terms as may be agreed upon by the City Council and the Board of Education, but a reasonable charge shall be made to all persons desiring to use the same for dances and all other purposes for profit, and for such purposes the City Finance Officer is hereby designated as booking agent.
