§ 115.04 ISSUANCE OF LICENSE.
   Upon filing of the application together with the necessary license fee, the City Council, if it deems such applicant a fit and proper person to engage in such business, shall direct the Finance Officer to issue a license in the manner provided for issuance of licenses.
