§ 31.01 OFFICER APPOINTMENT.
   The Mayor, with the approval of the City Council, shall appoint the following officers, who shall enter upon the discharge of their duties as soon as they have duly qualified, and shall hold office until appointment and qualification of their successors. Salaries of such officers may be fixed by resolution.
