The grantee shall, during the term hereof, except in those areas which have been preempted by the Cable Communications Policy Act of 1968, being 47 U.S.C. §§ 521 et seq., to which are regulated by the Federal Communications Commission, be subject to all lawful exercise of the regulating and police powers of the city.
