§ 30.03 CITY COUNCIL MEMBERS; DUTIES AND POWERS.
   (A)   Defined. Two City Council members shall be elected at large from each ward for a term of two years and until their successors are elected and qualified. There shall be one City Council member elected from each ward at each annual election for the regular term. Each City Council member shall be a resident and a qualified elector of the ward from which he or she is elected, and shall have resided in the city at least one year prior to his or her election.
   (B)   Duties and powers.
      (1)   The City Council shall determine its own rules and procedures and punish its members for disorderly conduct, and with the concurrence of four City Council members, may expel a member.
      (2)   The City Council shall meet at regular meetings with the City Council members at the hour of 7:00 p.m. on the second Monday of each month; when such Mondays fall upon a legal holiday, as recognized by state or federal law, the meeting shall be held at the same time and place on the following day.
      (3)   Special meetings of the City Council may be called by the Mayor or by any two City Council members, at any time, to consider only such matters as shall be mentioned in the call for such meetings; and personal notice of such meetings shall be given, either in writing or by telephone, to each member of the City Council by the Finance Officer, when requested by the Mayor or two City Council members.
      (4)   A majority of the City Council members elected shall constitute a quorum to do business, but a smaller number may adjourn from time to time. The meetings of the City Council shall be open to the public.
      (5)   At the first regular meeting after the annual election in each year and after qualification of the newly elected City Council members, the City Council shall elect, from among its own members, a President and Vice President, who shall hold their respective offices for the municipal year.
      (6)   The President of the City Council, in the absence of the Mayor, shall be the presiding officer of the City Council and during the absence of the Mayor from the city, or the temporary disability, shall be acting Mayor and possess all of the powers of the Mayor. In the absence or disability of the Mayor and President of the City Council, the Vice President shall perform the duties of the Mayor and President of the City Council.
   (C)   Meetings. No business shall be transacted at any special meeting, except that which was mentioned in said notice thereof, but when the Mayor and all of the City Council members are present at a special meeting, and all of the City Council members concur in the vote, then the business transacted shall be valid, even though the meeting was not called, as herein provided, and the business transacted was different than that for which the meeting was called.
