§ 94.32 NEGLECT OF PROPERTY OWNERS.
   (A)   When the owner of any such city lot or outlot shall refuse or neglect to destroy any weeds growing in any street or alley bordering thereon on his or her side of the center line, the City Council may order the same to be done by any person or persons with whom said City Council may contract; and in such case, the City Council shall assess a special tax against said city lot or out lot for the amount necessary in the destruction of such weeds.
   (B)   Such a tax shall become due as soon as the work is completed; provided that if the owner of such city lot or out lot can be found, he or she is to be given five days’ notice to destroy such weeds before any other person shall be employed to do so.
