§ 94.31 DUTY OF OCCUPANTS.
   (A)   It shall be the duty of the occupant, person in charge, or the owner of any lot or parcel of land in the city to keep such lot or parcel free from any noxious vegetation, particularly as to the weeds and plants mentioned in § 94.30 above, and to cut such noxious vegetation at such time or times as may be necessary to prohibit growth and the bearing of seed.
   (B)   Occupants are hereby required to cut or otherwise destroy the weeds growing between June 1 and June 15 of each year, and again between July 1 and July 15 of each year; and in case of failure, the City Council may order the same to be done by any person or person with whom it contracts, and in such case the City Council shall assess a special tax against the lot for the amount expended in the destruction of such weeds. This tax shall become due as soon as said work is completed.

   (B)   The owners of all city lots or outlets within the corporate city limits shall keep all streets and alleys bordering upon such lots or out lots free from weeds to the center line of such streets and alleys.
