Only persons and entities that comply with the requirements of these rules shall be entitled to receive and retain a permit required by this division. Permits to operate a lodging establishment expire one year after issuance, unless revoked or suspended for noncompliance. All lodging establishments must comply with provisions of this rule upon 30 days from passage. The permit fee will be paid annually to the regulatory authority at least five working days prior to expiration of the previous permit. All lodging establishments shall have a minimum of 75% of their guest rooms in a condition that meet the requirements of this subdivision in order to retain a permit to operate the lodging establishment.
