Industrial waste charges provided for in this chapter shall be included as a separate item on the regular bill for water and sewer charges and shall be paid monthly in accordance with the existing practices. Such charges will be paid at the same time that the water charges of the persons become due. The Control Authority shall specify in each bill the determination of the amount due for all industrial waste charges. Payment for water services shall not be accepted without payment also of sewer service charges.
