§ 36.29 ABSENCE OF BOTH MAYOR AND MAYOR PRO-TEM.
   In the absence of both the Mayor and the Mayor Pro-Tem at a scheduled meeting, the meeting shall be opened, for the purpose of allowing the Commissioners to elect a Chairman.
