§ 33.01 TOWN WORKERS; GENERAL LABORERS.
   (A)   Position of town workers. The Town Council shall establish the position(s) of town worker(s) for the purpose of general repair and maintenance of town property within the town. The town worker(s) shall also be called general laborer(s) of the town.
   (B)   Minimum personal requirements and qualifications.
      (1)   Must be at least 18 years of age, have a valid state driver’s license and be able to attain a commercial driver’s license if necessary.
      (2)   Must be able to perform the following physical activities, including, but not limited to:
         (a)   Hand excavation;
         (b)   Working at routine heights of 60 feet and occasionally heights up to 125 feet;
         (c)   Walking and stooping for extended periods of time; and
         (d)   Lifting by hand reasonable amounts of weight necessary to perform a given task efficiently, and yet safely and without personal injury.
      (3)   Must be able to perform the following general functions, including, but not limited to:
         (a)   Basic math calculations;
         (b)   Basic writing skills; and
         (c)   Calculations with weights and measures.
      (4)   Must be willing to perform work under emergency and/or stressful situations;
      (5)   Must be able and willing to be on the on-call rotation, and to respond, when necessary, to after hours situations;
      (6)   Must be willing to gain thorough working knowledge of the function(s) of the following:
         (a)   Each utility;
         (b)   The town’s water and sewage system; and
         (c)   The town’s equipment.
      (7)   Must be willing to develop craftsmanship skills in, but not limited to, the following:
         (a)   Carpentry and plumbing;
         (b)   Construction; and
         (c)   Equipment operation and maintenance; and
         (d)   Street and alley construction and repairs.
      (8)   Must be willing to become knowledgeable in applicable regulations that effects the safety and well-being of other town employees as well as the safety and well-being of the general public. These regulations include, but are not limited to, local ordinances, OSHA, EPA and IDEM;
      (9)   Must be willing to attend training seminars, conferences and/or attend classes to become more knowledgeable or licensed to be more effective and efficient in performing the functions of a town worker;
      (10)   Must be willing to attend town meetings in order to report the status of projects, maintenance, equipment needs and the like; and
      (11)   Must be willing to perform general janitorial and maintenance duties which include, but are not limited to, sweeping, scrubbing, polishing, waxing and painting.
   (C)   Establishment of the Foreperson’s position and duties.
      (1)   One of the full-time general laborers may be appointed as a Foreperson to function in a working supervisory position. The Foreperson shall work with as well as supervise the other general laborers.
      (2)   The Foreperson shall receive compensation in accordance with the Wage, Salary and Fringe Benefit Ordinance.
      (3)   The Foreperson shall meet all of the requirements and qualifications listed in division (B) above.
      (4)   In addition to working along with the other general laborers, the Foreperson shall perform the following additional duties:
         (a)   Work planning.
            1.   Align the work crews to ensure the effective and efficient use of personnel;
            2.   Plan and direct the work effort(s) of all town workers; and
            3.   Use knowledge gained from training classes, seminars and conferences to train and cross-train other workers to ensure craftsmanship on all work assignments.
         (b)   Materials, tools and equipment management.
            1.   Maintain an inventory of equipment management;
            2.   Recommend to the Town Council representative the necessary tools and equipment replacement based on life cycle and condition; and
            3.   Determine the need for repair parts, materials and supplies, and obtain procurement of the necessary items with the Clerk-Treasurer and the Town Council’s approval.
         (c)   Personnel management.
            1.   Monitor and report all absenteeism;
            2.   Make requests for vacations and other excused absences, paid or unpaid;
            3.   Discuss with the Town Council, or Council’s representative, disciplinary action needed, including discharge of a town worker;
            4.   Follow up as needed on probationary cases;
            5.   Take part in interviewing prospective town workers if request to do so by the Town Council;
            6.   Monitor and control compensatory time;
            7.   Monitor and control overtime;
            8.   Provide the necessary keys to the town workers; and
            9.   Ensure that all town workers are courteous and cooperative with town residents, supply salespersons and other business and professional personnel doing business with the town.
