(A) Council President. The Council President shall:
(1) Be Chief Executive Officer for the town;
(2) Be in charge of all non-elected personnel;
(3) Be responsible for the day-to-day operations of the town;
(4) Preside over all Town Council meetings;
(5) Appoint department heads and makes committee appointments;
(6) Work closely with the Clerk-Treasurer on budget and fiscal matters;
(7) Carry out the wishes of the Town Council; and
(8) Address the concerns of town residents.
(B) Utilities. The department head for utilities shall:
(1) Be knowledgeable about the town’s water and wastewater systems and their operation;
(2) Stay current with the systems’ problems, corrective procedures and improvements;
(3) Be in communication with the Utility Superintendent and town workers regarding the current condition of the systems;
(4) Assist in making recommendations for the water and sewage systems’ operations;
(5) Reports to the Council regularly concerning the utilities condition and operation;
(6) Have other responsibilities as deemed necessary by a majority of the Council;
(7) Actively pursue grants to assist with upkeep and/or improvements in the department; and
(8) Attend County Sewage Board meetings monthly.
(C) Parks and equipment. The department head for parks and equipment shall:
(1) Attend Park Board meetings;
(2) Assist the Park Board President in informing the rest of the Council as to the Park Board decisions and activities;
(3) Relay Council concerns and information to the Park Board;
(4) In conjunction with the Park Board, oversee the maintenance of the park;
(5) Know what equipment is owned by the town and the condition of said equipment;
(6) Communicate with the town workers concerning the town’s equipment and maintenance of that equipment;
(7) Be involved in the decisions made to repair or replace equipment and provide to the entire Council the necessary quotes;
(8) Assist with opening and closing of park bathrooms; and
(9) Actively pursue grants to assist with upkeep and/or improvements in the department.
(D) Buildings and grounds.
(1) The department head for buildings and grounds shall:
(a) Oversee the care and maintenance of the town owned grounds and buildings;
(b) Recommend to the entire Council when buildings need repaired and the type of repairs needed;
(c) Provide necessary estimates or quotes for buildings and grounds improvements; and
(d) Actively pursue grants to assist with upkeep and/or improvements in the department.
(2) Certain content of town owned buildings are excluded from the department head’s supervision. These include, but are not limited to, such things as: town equipment; office records in the Clerk-Treasurer’s, Marshal’s, Judge’s and Building Commissioner’s offices; and the personal and private property belonging to:
(a) Private industries renting the town buildings; and
(b) Other groups authorized to use the town buildings.
(E) Streets and alleys. The department head for streets and alleys shall:
(1) Communicate with town workers regarding the care and maintenance of the town’s streets and alleys;
(2) Recommend to the Council repairs needed and companies available to do the repairs;
(3) Obtain necessary quotes for paving and repairs of streets and alleys;
(4) Advise the Council of street signs that need replaced and other street related problems; and
(5) Actively pursue grants to assist with upkeep and/or improvements in the department.
