It shall be unlawful for any person to allow his or her pet or animal to stray beyond his or her property, unless leashed and under the control of that person. Voice command, for the purpose of this section, does not constitute control. When a pet or animal is outside unattended, it must be on a staked chain or in a fenced yard. If on a staked chain, the animal must not present a threat to pedestrians traveling on sidewalks or public thoroughfares within the limits of the town.
