No vehicle shall be operated or moved over the bridge on and by which the public highway known as North Elm Street, crosses over that formerly known as the Pennsylvania Railroad Company lessee of and operating the railroad of the Pittsburgh, Cincinnati, Chicago and St. Louis Railroad Company, the gross weight of which vehicle, including any load thereon, is in excess of 20,000 pounds (ten tons), which gross weight has been determined to be the maximum load which can, with safety, be carried by said bridge and sustain without serious damage.
