(A) When unforeseen emergencies occur, town employees with consultation with the local law enforcement agency, may have to detour or re-route traffic. During these situations, traffic flow interruptions will be kept to a minimum and barricades and signs will be placed so routes and hazards are well marked. If flagpersons are utilized, they act the same as traffic control devices or signals and violators will be cited and are subject to fines and costs incurred herein.
(B) Because snow fall is unpredictable, and the local authority is responsible for snow removal, the Town Council President may declare a snow emergency for streets under local authority and jurisdiction. If so declared, town street crews and the local law enforcement agency will try to contact the owners of all vehicles impeding snow removal and have them removed. If unable to contact the owners, or if the owners refuse to remove the vehicle(s) from the street, the vehicle(s) are subject to removal (towing) and costs incurred will be assessed.
