§ 52.40 ACCOUNTS AND RECORDS.
   (A)   It is hereby made the duty of the Clerk-Treasurer of the town to render bills for water service and all other charges in connection with the operation of the town’s waterworks and to collect all monies due therein.
   (B)   The Clerk-Treasurer shall establish a proper system of accounts and shall keep proper records, books and accounts in which complete and correct entries shall be made of all transactions relative to the water service. The Town Council shall cause to be made audits by an independent auditing firm in the books showing receipts and disbursements at intervals of its choosing.
