§ 51.55 ACCOUNTS AND RECORDS.
   (A)   It is hereby made the duty of the Clerk-Treasurer of the town to render bills for sewage service, and all other charges in connection with the operation of the town’s sewage works, and to collect all monies due therein.
   (B)   The Clerk-Treasurer shall establish a proper system of accounts and shall keep proper records, books and accounts in which complete and correct, entries shall be made of all transactions relative to the sewage service. The Town Council shall cause to be made audits by an independent auditing firm in the books showing receipts and disbursements at intervals of their choosing.
