(a) A snow street emergency may be authorized by the Mayor, Service-Safety Director, Superintendent of Streets, Chief of Police or their authorized representative based on the forth coming twelve (12) to twenty-four (24) hour Doppler weather forecasts derived from the U.S. Weather Service facility which covers the area and will remain in effect until the determination is made by the Mayor, Service-Safety Director or their authorized representatives that the streets are sufficiently cleared and an additional three (3) inches or more accumulation is not forecast in the next twelve (12) to twenty-four (24) hours;
(b) During the time a snow street emergency exists, the Mayor, Service Safety Director, Superintendent of Streets, Chief of Police or their authorized representative shall request the cooperation of the local newspaper, radio and television stations to announce the snow street emergency and the time that emergency parking regulations will become effective, which times shall be no sooner than one hour after the first announcement. Such announcement by the local radio station, local T.V. station, the access channel station, the local newspaper and any other appropriate method shall constitute notice to the general public of the existence of the snow street emergency. However, the owners and operators of motor vehicles shall have full responsibility to comply with the snow street emergency parking prohibitions set forth herein.
