The determination of the depth of snow and or the possible accumulation on the surface of the streets for this chapter will be done by any one of the following personnel:
(a) The Mayor;
(b) The Service-Safety Director;
(c) The Chief of Police;
(d) The Superintendent of Streets.
All streets presently designated with parking prohibited on both sides will remain with no parking on both sides and it shall remain illegal to park anywhere on the right-of-way surface of these streets. In addition, all vehicles will be removed from both sides of the following streets and parking will be illegal any where on the right-of-way surface of the following streets when the depth of snow reaches three (3) inches or as determined by any of the above City official personnel.
The Service-Safety Director shall cause signs of sufficient size and legibility to be erected on all streets indicating the parking instructions during a snow street emergency. The following streets will be designated by posting of signs as snow emergency streets within the City:

Normal parking as established by all current ordinances of the City may be resumed after the entire surface of the street has been plowed for snow.
