The following definitions shall apply in the interpretation and enforcement of this chapter.
(a) "Motor Vehicle" means any device in, upon or by which any person or property is or may be transported upon a highway, except a device which is operated upon rails or tracks exclusively;
(b) "Operator" means and includes every individual who operates a vehicle as the owner thereof, or as the agent, employee or permittee of the owner or is in actual physical control of a vehicle;
(c) "Park" or "parking" means the standing of a vehicle, whether occupied or not, upon a public street other than temporarily for the purpose of and while actually engaged in receiving or discharging passenger(s); loading or unloading merchandise; adherence to traffic regulations, signs or signals or an involuntary stopping of the motor vehicle by reason of causes beyond the control of the operator of the vehicle;
(d) "Person" means and includes any individual, firm, partnership, association, corporation or other recognized legal entity;
(e) "Snow emergency" means when in the City during a period of twenty-four (24) hours or less snow falls, drifts and accumulates or is present to a depth of three (3) inches or more on the streets of the City;
(f) "Snow street" means any public street, avenue, road, alley, highway, lane, path or other public place located in the City, and established for the use of motor vehicles and as designated in this chapter.
