(a) During Bratwurst Festival Week commencing on Wednesday at 12:00 noon (EDT) and extending thereafter until 8:00 a.m. (EDT) on the following Sunday morning, throughout the Central Business district of the City of Bucyrus bounded on the south by Charles Street, on the north by the Conrail right-of-way, on the west by Poplar Street and on the east by Walnut Street, including all of Washington Square the 100 blocks east and west on Rensselaer and Warren Streets and City Parking Lot #1 off the Square, a special temporary parking ban shall automatically be imposed annually.
(b) Throughout such period, i.e. from 12:00 noon (EDT) and extending thereafter until 8:00 a.m. (EDT) on the following Sunday morning, no warning system shall be in operation so far as this particular section is concerned and all vehicles found to be parked in violation hereof shall be under Police Department direction immediately towed from the aforesaid area to a special location established to receive same.
(c) The Public Service-Safety Director of the City shall erect temporarily throughout such special parking ban area annually “No Parking - Emergency Tow Away Zone - By Order of Bucyrus Police Department Per Ordinance No. 32-88" warning signs.
