331.36 SQUEALING TIRES, "PEELING," CRACKING EXHAUST NOISES.
   (a)   No person shall operate any motor vehicle upon any public highway, street, road, alley or upon private driveways or premises within the Municipality, except when necessary in an emergency, in such a manner that the vehicle is either so rapidly accelerated or started from a stopped position so that the tires of such vehicle squeal or leave tire marks upon the public highway, street, road, alley or private driveway or premises, commonly called “peeling”.
   (b)   No person shall operate any motor vehicle upon any public highway, street, road or alley, or upon private driveways or premises within the Municipality except when necessary in an emergency, in such a manner that the vehicle is either so rapidly accelerated or started from a stopped position so that the exhaust system of such vehicle emits a loud cracking or chattering noise, unusual to its normal operation.
