(a) No person shall place or maintain a vending machine within the dedicated right of way of a public street, highway or roadway.
(b) “Vending machine” means a coin machine or a mechanical or electrical device designed to do the following:
(1) Receive a coin, bill or token made for that purpose;
(2) In return for the insertion or deposit of a coin, bill or token, shall automatically dispense property, provide a service or grant a license.
