The Traffic Commission is empowered to:
(a) Enforce all regulations necessary to make effective the provisions of this Traffic Code and to make and enforce temporary regulations to cover emergencies or special conditions, to receive complaints having to do with traffic matters, to recommend to Council, the Chief of Police and other City officials ways and means for improving traffic conditions and the administration and enforcement of traffic regulations.
(b) Have placed and maintain traffic control devices, when and as required under this Traffic Code, to make effective the provisions of this Code, and place and maintain or cause to be placed and maintained such additional traffic control devices as it may deem necessary to temporarily regulate traffic under this Traffic Code or State
law, or to guide or warn traffic. All traffic control devices shall conform to the manual and specifications approved by the State Department of Transportation. All traffic control devices so erected and not inconsistent with the provisions of the State or this Traffic Code shall be official traffic control devices.
(c) Establish and designate and thereafter maintain or cause to be maintained by appropriate devices, marks or lines upon the surface of the roadway, crosswalks at intersections where in its opinion there is particular danger to the pedestrians crossing the roadway, and at such other places as it may deem necessary.
(d) Establish safety zones of such kind and character and at such places as it may deem necessary for the protection of pedestrians.
(e) Mark or cause to have marked lanes for traffic on street pavements at such places as is consistent with the provisions of this Traffic Code.
