Any and all of the rules and regulations set forth in this chapter, and any local rules for the government of Council which may be hereafter adopted, may be suspended at any meeting of Council by concurrent vote of two-thirds of all the members elected thereto. The vote on such suspension shall be taken by yeas and nays and entered in the minutes.
