1333.13 INSPECTION REQUIREMENTS.
   (a)   The project owner shall notify the City Engineer one week prior to the start of construction. The City Engineer or Service Foreman shall inspect and approve the sediment and erosion control measures following their installation and prior to the start of construction.
   (b)   The project owner shall notify the City Engineering and Zoning Department at project completion for inspection and approval prior to submittal of the Notice of Termination (NOT) to OEPA. Approval from the Service Superintendent and City Engineering and Zoning Department is required prior to closure of the Stormwater Permit and submittal of the NOT to OEPA.
   (c)   The project owner shall hire qualified third-party inspection personnel to meet the following requirements:
      (1)   Ensure that the control practices are functional and to evaluate whether site BMPs are adequate, or whether additional control measures are required.
      (2)   Log all inspections and maintain records of inspections on-site for review by the City.
      (3)   Meet requirements of the OEPA NPDES Construction General Permit.
   (d)   The City Engineer and/or Services Foreman shall inspect areas of earth-distributing activity during construction to determine compliance with this chapter. If it is determined that a violation of this chapter exists, the responsible person shall be notified of the deficiencies or noncompliance by writing and by certified mail. If within one week after receipt of the letter for compliance, the deficiency or noncompliance has not been corrected or substantial steps taken to correct same the project owner is subject to enforcement under Sections 1333.17 through 1333.20.
