The City and its officials, agents, representatives, and employees shall not be liable for any failure or neglect to respond appropriately upon receipt of an alarm from such a device, in connection with the installation and operation of equipment, nor for the failure of the transmission of alarm signals and prerecorded alarm messages, or the relaying of such signals and messages. In the event that the City finds it necessary to disconnect a defective automatic dialing system or signaling device, the City shall incur no liability by such action.
