(a) Definitions:
(1) “Sewer main” means a principal pipe owned by the City that collects or could collect sewage from multiple properties.
(2) “Sewer lateral” means a pipe servicing one property that connects to the sewer main.
(3) “Cleanout” means a vertical pipe and wye connected to the sewer lateral granting access for cleaning and inspection.
(b) Property owners who receive City sewer service shall be responsible for all maintenance and repair of the sewer lateral except where a City approved cleanout has been installed.
(c) Property owners with an approved cleanout shall be responsible for the cleanout and the sewer lateral from where the cleanout meets the lateral to any structure. The City is responsible for the replaced and approved lateral between the cleanout and the sewer main.
(d) Upon notice to repair a sewer lateral by the Public Service-Safety Director, the property owner shall make the approved necessary repairs within thirty days or a reasonable period as determined by the Public Service-Safety Director. All work shall be pre-approved by the Public Safety-Service Director and a permit shall be made and deposits made prior to any work within the City right-of-way.
(e) All newly approved cleanouts shall be located within the right-of-way.
