Before a permit may be issued to any person for the moving of any dwelling, structure or other building, the applicant shall furnish evidence of a policy of liability insurance in an amount of ten thousand dollars ($10,000) which shall be acceptable to and approved by the Service-Safety Director and written by an insurance company authorized to carry on business and write such policies in the State.
