Handicap ramps in residential areas otherwise not in compliance with the zoning regulations may be approved by the Zoning Inspector in cases of exceptional conditions, involving irregular, narrow, shallow, or steep lots, or other exceptional physical conditions of the land, whereby strict application of such provisions or requirements would result in practical difficulty or unnecessary hardship.
