The sum of one and 00/100 dollars ($1.00) from each monthly solid waste collection fee for each account of any nature shall be deposited into a separate “Solid Waste Replacement Fund”. The monies in such fund shall be used exclusively for the purchase of replacement garbage trucks and packers for the purposes of collection and disposal of solid waste, consisting of garbage or rubbish or both.
