931.05 RULES AND REGULATIONS OF DIRECTOR.

The Director is authorized and directed, for the purpose of providing for the safe, sanitary, economical and efficient management and control of the collection and disposal of garbage and rubbish, to make such rules and regulations as he deems necessary to carry out the provisions of this chapter.
