927.10 PROGRAM RESPONSIBILITY.

The City's Utility Department is responsible for the administration of the Stormwater Utility. The Department shall keep an accurate record of all persons using the services and facilities of said Stormwater Management System of the City and make changes in accordance with the rates and charges established in this chapter.
