927.04 OPERATING BUDGET.

The City shall adopt an Operating Budget not later than the first day of each Fiscal Year. The Operating Budget shall set forth for such Fiscal Year the estimated Revenues and the estimated costs for Operations and Maintenance, Extension and Replacement and Debt Services. The initial Operating Budget shall be for the Fiscal Year commencing January 1, 2000.
