The Service-Safety Director is authorized and directed to make such by-laws and regulations as may be deemed necessary for the safe, economical and efficient management and protection of the sewage treatment works and intercepting sewer. Such by-laws and regulations shall have the same force and effect as ordinances when not repugnant thereto nor to the Constitution or laws of the State. (Ord. 64-99. Passed 10-19-99.)
