No person shall be issued a building permit without first having complied with the provisions of Section 923.13 and having filed with the Service-Safety Director a sewer permit issued by the Service-Safety Department. Whenever the public sewer system in the City is not made available, a certificate of approval from the Board of Health of sanitary facilities being provided for such building or structure shall be first secured and filed with the Service-Safety Director.
