923.13 CONNECTION WITH SEWER SYSTEM MANDATORY.
   (a)    The owner(s) of all houses, buildings, or properties used for human occupancy, employment, recreation, or other purposes, situated within the City and abutting on any street, alley, or right-of-way in which there is now located or may in the future be located a public sanitary or combined sewer of the City, is hereby required at the owner's expense to install suitable toilet facilities therein, and to connect such facilities directly to the proper public sewer in accordance with the rules and regulations within 30 days after date of official notice to do so.
 
   (b)    No person, firm, or corporation shall be permitted to connect to or discharge wastewater to the City sewage system unless it has been determined by the City that there is sufficient capacity in the system to collect, convey and treat the proposed wastewater discharge of such person, firm, or corporation.
 
   (c)    All new or replacement sewers that are now connected to or that will be connected to the City sewage collection system and thereby discharging to the wastewater treatment plant shall have pipe and joints that meet the requirements of ASTM C700, ASTM C425, ASTM D3034, ASTM D3212, ASTM C76, ASTM C443, ANSI/AWWA C151 A21.51 and ANSI/AWWA C111/A21.11.
