Unless the context specifically indicates otherwise, the meaning of terms used in this chapter shall be as follows:
(a) "BOD" denoting Biochemical Oxygen Demand, means the quantity of oxygen utilized in the biochemical oxidation of the organic matter under standard laboratory procedure in five days at 20 degrees C expressed in milligrams per liter.
(b) "Building sewer" means the extension from the building drain to the public sewer or other place of disposal.
(c) "City" means the City of Bucyrus, Ohio.
(d) "Engineer" means the City Engineer employed by the City.
(e) "Combined sewer" means a sewer receiving both surface runoff and sewage.
(f) "COD" denoting Chemical Oxygen Demand, means the quantity of oxygen utilized in the chemical oxidation of organic matter expressed in milligrams per liter.
(g) "Garbage" means solid wastes from the domestic and commercial preparation, cooking and dispensing of food, and from the handling, storage and sale or produce.
(h) "Industrial wastes" means the liquid wastes from industrial manufacturing processes, trade or business as distinct from sanitary sewage.
(i) "Natural outlet" means any outlet into a watercourse, pond, ditch, lake or other body of surface or groundwater.
(j) "Person" means any individual, firm, company, association, society, corporation or group.
(k) "ph" means the logarithm of the reciprocal of the weight of hydrogen ions in grams per liter of solution.
(l) "Properly shredded garbage" means the wastes from the preparation, cooking and dispensing of food that have been shredded to such a degree that all particles will be carried freely under the flow conditions normally prevailing in public sewers, with no particle greater than one-half inch (1.27 centimeters) in any dimension.
(m) "Public sewer" means a sewer in which all owners of abutting properties have equal rights and is controlled by public authority.
(n) "Sanitary sewer" means a sewer which carries sewage and to which storm, surface and groundwaters are not intentionally admitted.
(o) "Service Director" means the Director of Public Service of the City or his/her duly authorized agents.
(p) "Wastewater" means a combination of the water-carried wastes from residences, business buildings, institutions and industrial establishments, together with such ground, surface and storm waters as may be present.
(q) "Sewage treatment plant" means any arrangement of devices and structures used for treating sewage.
(r) "Sewage works" means all facilities for collecting, pumping, treating and disposing of sewage.
(s) "Sewer" means a pipe or conduit for carrying sewage.
(t) "Shall" is mandatory; "may" is permissive.
(u) "Slug" means any discharge of water, sewage or industrial waste which in concentration of any given constituent or in quantity of flow exceeds for any period of duration longer than fifteen minutes more than five times the average twenty-four hour concentration or flows during normal operation.
(v) "Storm drain" or "storm sewer" means a sewer which carries storm and surface waters and drainage, but excludes sewage and industrial wastes other than unpolluted cooling water.
(w) "Superintendent" means the Superintendent of Sewage Works and/or of Water Pollution Control of the City or his authorized deputy, agent or representative.
(x) "Suspended solids" means solids that either float on the surface of, or are in suspension in water, sewage or other liquids, and which are removable by laboratory filtering.
(y) "Watercourse" means a channel in which a flow of water occurs, either continuously or intermittently.
(z) "Wastewater Hearing Board" means that Board appointed according to Section 923.12.
(aa) "Commercial" means retail or wholesale business establishments that discharge wastewater, as defined in subsection (p) hereof, into the public wastewater treatment system, works, and facility.
(bb) "Foundation Drains" means subsurface drains laid around the foundation of a building, either within or outside the building foundation for the purpose of carrying ground or subsurface water to some point of disposal.
(cc) "Industrial" shall include users discharging waste resulting from manufacturing activities involving the mechanical or chemical transformation of materials or substance into other products. These activities occur in establishments usually described as plants, factories, or mills and characteristically use power-driven machines and material handling equipment.
(dd) "Institutional/Governmental" means hospitals, nursing homes, schools, City, county, state or federal buildings or facilities that discharge wastewater into the public wastewater treatment system, works, and facility.
(ee) "NPDES (National Pollutant Discharge Elimination System) Permit" shall mean the same as defined in the Code of Federal Regulations, 40 CFR Part 125, and in Public Law 92-500, Section 402.
(ff) "Nonsanitary Flow" means storm water originating from downspouts, storm and groundwater drains, and foundation drains.
(gg) "Person" means any individual, firm, company, association, society, corporation, or group.
(hh) "Residential" means a principal family residence or habitation classified as a single family, multifamily, or apartment dwelling that discharges domestic sanitary wastewater having characteristics of 250 milligrams per liter biochemical oxygen demand and 200 milligrams per liter suspended solids into the public wastewater treatment system, works, and facility.
(ii) "User" means any person who discharges, causes, or permits the discharge of wastewater into the wastewater treatment system.
(jj) "Wastewater" means the liquid and water-carried waste from dwellings, commercial buildings, industrial facilities, and institutions, together with any groundwater, surface water, or storm water that may be present, whether treated or untreated, which is discharged or permitted to enter the wastewater treatment system.
