(a) No person, being the owner or having charge of any cat, dog, horse, mule, cow, sheep, goat, swine, chicken, duck, goose, turkey or any other animal or fowl, whether domestic or wild, shall permit the same to run at large on any City reservoir or in the City-owned area surrounding any City reservoir.
(b) The running at large of any such animal or fowl in or on any of the premises mentioned in this section is prima-facie evidence that it is running at large in violation of this section.
(c) None of the aforementioned animals or fowl shall be considered to be running at large within the meaning of this section if it is on a leash or subject to some other equivalent restraint.
