The Public Service-Safety Director is hereby authorized and directed to revoke and cancel boating privileges on City Reservoir No. 1, No. 2, No. 3 (Riley) and Outhwaite Reservoir or on any one or more of the four, upon his posting of a notice of revocation or cancellation and hoisting a red warning flag, should conditions of safety, sanitation or of pollution affecting such reservoir in his sole judgement require such action.
