Persons already having sewage disposal systems shall only maintain such sewage disposal system situated on land owned, leased or controlled by them, and only to the extent of the present operation. They shall be required, in connection with any expansion whatsoever of present facilities or major system modification, to first secure the prior approval of the designated authorities as set forth herein for newly proposed activities.
