The decisions of the Service-Safety Director, concurred in by the County Sanitarian, so far as the granting of permits hereunder is concerned, shall be based upon the adequacy of sanitation plans submitted by permit applicants, upon the location of the proposed activity with relation to the City reservoirs, to the Sandusky River, or any of their respective tributaries, as well as the pre-existing density of like or similar activities in the general area at the time of application.
